2009: Russia will demonstrate a qualitative leap in the IT sphere
The Golden Age of Outsourcing
According to the latest tech market report by Forrester Research , ‘US IT Market Outlook: Q4 2008’, in 2009 the U.S. IT market will go through a tech decay which will result in annual growth decrease. IT vendors will be in search of possible ways to cut their expenses on software development and design. Most probably, that will cause a rapid growth of outsourcing projects.
Today there are three major outsourcing directions: India, China, and Russia. Due to it’s scientific potential, geographical position, IT experience, and other factors, most likely, Russia will take the lead in the IT outsourcing market in 2009.
According to the World Bank data, Russia ranks third in the world for per capita number of scientists and engineers, but is the world leader in the number of scientists and engineers engaged in complex R&D projects.
Some Distinctive Features of Russian IT
When it comes to IT and outsourcing, one can say that development of large-scale and complex projects implies a necessity to be able to give accurate estimations of the amount and complexity of work to be done, as well as the time to be spent. This requires developers to be more than just coders; but creative problem-solvers. The scientifically-oriented education background makes Russian developers extremely effective in finding innovative and groundbreaking solutions for perplexing tasks.
In general, the labor-market of IT specialists in Russia is not as all-absorbing and white-hot as, for example, in India or China, which leads to less job-hopping and more mature workforce.
A Rapid Growth
The Russian IT market has developed from nothing into a billions-of-dollars industry in less than 20 years, and it is still growing steadily – the IT market of Russia has experienced a 200% growth in the past 4 years. The grow rate of IT industry in Russia is much higher than the average world grow rate. Dmitry Milovantsev, the deputy minister of Information Technologies in Russia, assumes that by the year 2010 Russian IT market will export $10 billion worth of IT-services that will make the country one of the three world leaders.
The reason for such a growth is obvious: foreign companies are getting more and more interested in investing in joint projects with Russian IT companies. Such companies as Alcatel, Linux, Siemens, DNA, AMT, IBM, Intel, and many others opened their offshore development centers in Russia.
The three biggest cities of Russia are the three major outsourcing centers:
- Novosibirsk. Novosibirsk Akademgorodok has a second name: Silicon Taiga. This is the Russian IT center. Novosibirsk Akademgorodok is the home of such IT companies as Azoft (www.azoft.com), Soft Age (www.softage.ru), Axmor (www.axmor.com), Novosoft (www.novosoft.com), etc.
- Moscow.
- St. Petersburg

Global Crisis Changes Face of the Russian Retail Industry
Russia's exposure to the global financial crisis had become unquestionable by the end of 2008. After years of dynamic development, a result of the country's stable economic growth, rising incomes and expansion of modern retail channels, the Russian economy started slowing down to encounter severe after-effects of the economic downturn in 2009.
Light at the end of the tunnel for the Russian construction industry
The construction industry in Russia has been hit hard by the global economic downturn. The slowdown on the domestic construction market began in 2008 and has intensified in 2009. The majority of construction projects have been suspended and virtually no new residential or commercial property projects have been started. For the first time this decade, the value of construction works will have shrunk - by over 15% in comparison with 2008. Despite this though, it seems that the worst of the storm has passed and market stability should return in 2010, with the promise of growth in 2011.
